Lost My Brother to Relapse

I lost my brother to a drug overdose after he relapsed following rehab. He thought he could use occasionally and it destroyed him. I'm trying to help my cousin who's in treatment now understand. Can someone point me to something on abstinence from alcohol and drugs in treatment and why this is a mandatory condition for success? This is life or death.
